To consider as a submission to Senator Simitian's There Oughta be a Law contest (with assistance from Brock Winstead, the CEAP liaison to the Senator's office) and to copy to Assemblyperson Ira Ruskin:

Bruce would like to propose or promote legislation to revise Section 12302 of the Elections Code, relating to pupils (last amended by AB 2671(2006)) such that the age limit be reduced to 14, as long as the student is accompanied by a parent or guardian. Although this falls outside of environmentalism, strictly speaking, it does address engaging students in civic activity, which is a big factor in their bring involved in environmental action, so there is overlap.

As we previously discussed, we might further discuss proposing or promoting legislation to revise California Vehicle Code 12814.6 (Except as provided in Section 12814.7, a driver's license issued to a person at least 16 years of age but under 18 years of age shall be issued pursuant to the provisional licensing program contained in this section) such that these drivers are allowed to carpool with other students to and from school. This would help to reduce the number of cars accessing high school parking lots, which is a goal of our segment.

Continue discussion about the Media Center project (see the proposal for the Schools segment program, which will be the pilot for the series). For example:

We might need to focus tighter on our subject matter. Bruce suggests that more student participation in green teams and in the CEAP schools segment is a major priority.
Accordingly, we could explore ways to:
- Better engage the students in their participating in environmental activities and to ensure that there's plenty of commitment and follow-through on their part
- Encourage them to develop their own ideas and to lead whether or not the idea is their own

Discuss the best balance for school green teams to strike between addressing on-campus environmental needs, those in the community at large, and developing and nurturing cross-campus environmental partnerships. (Bruce, 8/5/2008)
